Committee Advances 9th District Delegation Bill to Provide Free State Park Admission, Hunting & Fishing Licenses to Veterans

The Assembly Appropriations Committee has advanced legislation (A-2695) sponsored by 9th District Legislators Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove to expand existing law whereby disabled veterans would be entitled to free admission to State parks and forests.

The measure would also offer certain other military personnel free admission to State parks and forests, as well as free hunting, fishing and trapping licenses, permits, stamps, tags and certificates. Senator Christopher J. Connors is the prime sponsor of similar legislation (S-113) that is presently awaiting action in the Senate Environment and Energy Committee.

Gold Star Veteran Measure Co-Sponsored by 9th District Delegation Signed into Law by Governor

Legislation that authorizes special Gold Star Family motor vehicle license plates for family members of military personnel who died while on active duty has been signed into law by Governor Christie. Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove were cosponsors of the legislation (S-2192) that passed the Legislature with overwhelming bipartisan support.

Under the new law, those family members who would be eligible include a spouse, parent, brother, sister, child, legal guardian or other legal custodian, whether of whole or half blood or by adoption. Application to the Motor Vehicle Commission (MVC) must be accompanied by satisfactory proof that the applicant is a family member of a member of the armed services who died while on active duty.

Major Development on EMS Legislation Affecting Local Volunteer Squads

Legislation aimed at making wholesale changes to New Jersey’s emergency services system was amended to remove a provision opposed by the 9th District Delegation that would have required two EMTs to staff an ambulance operated by a basic life support first aid, rescue, or ambulance squad. The legislation, A-2095, which is the companion measure of S-818, was recently considered by the Assembly Health and Senior Services Committee.

In response to serious concerns raised by local volunteer EMS squads, Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove urged in testimony submitted to the Committee that the provision be removed. Local squads feared that the two-EMTs-per-ambulance requirement would force volunteer squads to disband.

Connors, Rumpf & Gove Contact DOT on Route 9-Barnegat Blvd. Intersection

Responding to concerns raised by the Barnegat Township Governing Body, Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove have contacted the state about expediting planned safety modifications for the Route 9-Barnegat Boulevard Intersection.

In a letter written to New Jersey Department of Transportation (DOT) Commissioner James Simpson, the 9th District Legislators made the following remarks:

“Through this communication our Delegation is urging the Department of Transportation (DOT) to take all necessary measures in order to expedite safety modifications needed at the Route 9 and Barnegat Boulevard North intersection. This urgent request is being sent on behalf of the Governing Body of Barnegat Township which continues to be deeply concerned over safety issues associated with the traffic signal and traffic design of the intersection.

Connors, Rumpf & Gove Measure to Create State Contract Set-Aside Program for Veteran-Owned Businesses Passes Both Houses

Legislation sponsored by Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove of the 9th Legislative District that would establish a set-aside program whereby three percent of all State contracts would be set aside for veteran-owned businesses was passed today by both the Senate and Assembly. The measure will now head to the Governor’s desk for signature.

The 9th District Delegation issued the following statement regarding the passage of their veterans’ initiative (S-2314/A-3308):

“We are extremely grateful for the bipartisan sponsorship and substantial support for our legislative initiative that we believe will provide a well deserved economic benefit to our veterans.

Connors, Rumpf & Gove Statement on Signing of Barnegat Bay Bills

Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove today hailed Governor Christie’s signing of three bills aimed at protecting the Barnegat Bay as a comprehensive effort to address one of the state’s leading environmental issues. The bills are as follows:

  • A-2290: will establish standards for the application of fertilizer to limit the amount of nitrogen entering the Bay through stormwater runoff.
  • A-2501: will require that soil which has been disturbed be restored to optimal conditions following any type of construction.
  • A-3606: will require the Department of Transportation & the Department of the Treasury to conduct a study of all stormwater basins owned by the state in the Barnegat Bay watershed to identify which are malfunctioning, and to submit to the Governor and the Legislature a list of the malfunctioning basins prioritized to indicate the order in which they should be repaired and the estimated cost for each repair.

Each member of the 9th District Delegation was co-sponsor of the fertilizer legislation (A-2290) and compaction legislation (A-2501) and voted in favor of all three measures.

Senate Passes Connors, Rumpf & Gove Measure Creating Tax Credit For Psychiatric Treatment of Veterans

The State Senate approved legislation (S-1026) sponsored by Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove that would allow for a tax credit to be available for unreimbursed psychiatric treatment provided to a veteran who has been honorably discharged from active military service and is a resident of the state.

The 9th District Legislators issued the following statement following the passage of their legislation:

“This initiative, which has bipartisan support, was developed with the mental welfare of our troops in mind by augmenting the critical psychiatric services that are already set by the VA.

Connors, Rumpf & Gove on Oyster Creek Announcement: Time to Develop Decommissioning Process

In light of the announcement by Exelon, the operator of the Oyster Creek Nuclear Generating Facility, that the company will cease operations at the facility in 2019, Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove are calling for immediate action on their legislation (S-866/A-296) that would establish a New Jersey Coordinating Council on the Decommissioning of Nuclear Power Generating Facilities.

In response to today’s announcement, the 9th District delegation immediately wrote to Governor Chris Christie asking for the Administration’s support for their legislation that was initially introduced in January of 2004. In its letter to the Governor, the delegation emphasized their concerns regarding the potential economic and environmental impact that facility’s closure would have on the local area.

9th District Delegation Strongly Conveys Its Opposition to Any Consideration of Exit Toll

9th District Legislators Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove met with Executive Director Veronique Hakim and other officials of the New Jersey Turnpike Authority to discuss the prospect of building a park-n-ride off of Garden State Parkway Exit 58 for commuters as well as plans for infrastructure improvements at the Exit to address existing traffic problems.

Ocean County Freeholder Jack Kelly and Little Egg Harbor Mayor Ray Gormley also attended the meeting which was held at the 9th District Legislators’ Office.  Senator Connors, Assemblyman Rumpf and Assemblywoman Gove issued the following statement regarding their meeting with the Turnpike.
